Located in Terre Haute, Indiana, the Air National Guard’s 181st Intelligence Wing (IW) provides operationally ready, deliberately developed, and expertly led Airmen to support local communities, as well as the state and nation, with a primary mission of intelligence, surveillance, and reconnaissance (ISR). Located at Hulman Field Air National Guard Base, the 18st IW supports contingencies around the world.

Regional Economic Impact Analysis
This report, prepared for the West Central Indiana Defense Network, evaluates the economic impact of select spending at this base, including employee payroll and benefits, information technology contractors, utilities, food and lodging for part-time reservists, vehicle parts, recruitment activities, Indiana’s National Guard educational benefit, and some minor base construction in 2024, across three geographies: Vigo County, the 8th Congressional District, and the state of Indiana.

In addition to base operations, this report evaluates the economic impact of the $13 million Small Arms Range and Combat Arms Training and Maintenance (CATM) facility, which was in the design phase as of July 2025 and is scheduled for completion in 2027.
KEY REPORT FINDINGS
The 181st base operations support more than 1,080 jobs annually throughout Indiana with a total annual economic impact of over $125M.
At the local level, the total economic impact is $49M with more than 360 jobs supported in Vigo County annually.
